Tirap District Administration,
with the support of State Govt. and Central Govt. has drawn up an ambitious e-governance
plan to use IT enabled services to improve service delivery to the citizens, and
at the same time, improve procedures and functioning of the Govt. Departments. However, it has to be remembered that
the implementation of various e-governance projects is hampered / delayed to the
problems of unfriendly hilly terrain of the District, lack of physical infrastructure
and connectivity, lack of electronic connectivity, unstable electricity supply etc.
Further, the District has the poorest social indicators even within the State of
Arunachal Pradesh
, a State which already lags behind the National parameters. The literacy rate in
the District is as low as 42% which makes it very difficult to locate and train
sufficiently educated manpower for running these projects. Various insurgent groups
are also active in the District as a result of which promotion of IT and related
services gets a very low priority as compared to law and order related functions
of the District Administration.
